说到底还是看政府的力度，外资来不来看优惠政策的力度，只要省政府给政策，市政府有力度、敢作为，至少不像以前那些土包子，赶走农学院，神户大地震错失和日本集装箱港口对接的好机会，这两个机会都拱手让给了青岛。日本港口考察组来烟台竟然只派副市级接待，青岛市长书记一起陪同高规格接待，遥想当年青岛集装箱基础比烟台还要差，看看现在，哎，还有农学院，如果放到幸福新城不用招商都来投资了。所以说，事在人为吧，只要求变就比不变要好

你说的我也很认同，我也很希望按照你的这个理想模式进行下去。但是这是在山东烟台，幸福新城9万多平方的地只引进来三家开发商，其余的地都是政府左手倒右手，明摆着就是没人陪你玩。后续万华的土地改良巨量资金谁出，教育医疗配套几年内能落地？
就烟台现在的产业模式，高端产业没人才，低端产业被淘汰，中段产业无政策优势，官本位思想严重，发展不是靠嘴说的。
